Job Summary:
The High Commission of Canada has a requirement for a Junior Development Officer in the Development Assistance (CIDA) Programme based at our office in Accra.
- Under the immediate supervision of the Senior Development Officer, the employee participates in the identification, development and implementation of development programmes; supports the Senior Development Officer in the identification, assessment and negotiation of new projects; and, assists with the implementation of other programmes.
- The employee will carry out duties for either the Water and Sanitation Section or the Food Security Sector.
Required Skills or Experience
Education:
- A Master's degree or higher in development planning, natural resources management, development economics, international development, or related field
- Fluency in English (read, write and speak)
- Competency in French is considered an asset (not mandatory)
- Minimum of three years recent experience working in project planning, implementation, and.or monitoring and evaluation
- Recent experience in policy and programme analysis in the agriculture and/or water sectors in Ghana is an asset (not mandatory)
- Only candidate that meet the essential experience and education criteria will be invited for assessment of the following knowledge and abilities and skills criteria. These elements will be assessed throughout the selection process by any of the following means - written test, oral communication, role play, interviews and reference checks
Knowledge:
- Excellent knowledge of Ghanaian political, developmental and social context, government and other institutions
- Knowledge of international development theory and practice
- Practical knowledge of and experience in Northern Ghana
- Familiarity with Ghanaian NGOs and civil society organisations
- Knowledge of institutions and policies related to development in the agriculture and/or water sectors in Ghana
- Demonstrated ability to work with a wide variety of stakeholders;
- Ability to co-ordinate conflicting priorities and respect deadlines
- Capacity for individual initiative and team work
- Demonstrated research and analytical abilities
- Ability to build and sustain effective working relationships
- Strong written, communication and interpersonal skills
- Discretion, professional integrity and excellent judgment
- High degree of initiative
- Flexible and adaptable
- Dependable and loyal
- Ability and willingness to travel by air and land
- Must be available to work periodic evenings, weekends during peak project delivery periods
