The objective of the consultancy is to provide assistance to the Government of Ghana for establishing an integrated, cost effective and efficient M&E system for the School Feeding Programme in the country.
Role and Responsibilities of the M&E Consultant:
- Review of existing M&E systems, procedures and tools for all existing SFP programmers in the country
- Drafting the national M&E Plan and annual costed work plan
Inform and explain the purpose and re-emphasize the benefit of having one nationally agreed SF M&E plan and ensure close collaboration among the national partners in its further implementation:
- Facilitate the elaboration of a draft Action Plan for the strengthen of the M&E system
- Serve as lead resource person during consolidation of discussions and conclusions into a final version of the costed national MESS action plan;
- Draft the national M&E system for the School Feeding Programme including the annual costed work plan based on the findings of the stakeholder workshop
- Prepare detailed logical framework of outcome and output indicators to monitor objectives
- Ensure delivery of finalized National M&E plan and annual work plan and a summary report to the GSFP Secretariat and other line ministries as appropriate for appropriate follow up;
- Develop M&E toolkit, including tools, guidelines and operational manual to ensure adequate data collection and reporting on all indicators in the national M&E plan of GSFP;
- Test tools, guidelines and operational manual and refine M&E toolkit as necessary;
A report of the stakeholder workshop with main decision points
- A report of the review of existing M&E systems;
- A finalized National M&E plan with annual costed workplan agreed
- A finalized M&E toolkit including tools, guidelines and operational manual for the indicators in the national M&E plan
- Establishing the Database
Required Skills or Experience
- Proven experience of minimum 8 years on M&E methods and approaches, Results Based Management and other strategic planning approaches essential, experience in training in M&E development and implementation, facilitating learning-oriented analysis sessions with multiple stakeholders, information analysis and report writing;
- Professional experience in food security and development issues, education and school feeding;
- Experience in working in partnership and facilitating consultative processes, including workshops, in an international context;
- Excellent written and oral communication skills in English, proven ability to deliver high-quality products in a timely manner;
- The individual should hold a post graduate degree in the social sciences preferably in Economics, Development Studies or a relevant field;
- Prior experience with the UN or in School Feeding Programme or similar social programmes in developing countries would also be desirable
