Job Description
Location: Accra, Ghana
Start Date: 1st August, 2011
Duration: 24 Months; renewable subject to funds availability and excellent performance
Type: Internationally-recruited position
Eligible: Open to nationals of all countries, including Ghanaians both at home and abroad

Main purpose of the role:
This position is responsible for the overall financial management (planning, budgeting, accounting and reporting) of the organisation. The role will provide leadership and training to the Secretariat's finance teams in Accra the satellite offices.

Main purpose of the role:

Overall Objectives (scope):
- Accurate accounting of financial transactions
- Bank accounts management on timely basis
- Planning and budgeting
- Accurate reporting to the Executive Director, Board of Trustees and Funders
- Together with the Executive Director, be accountable for INDEPTH finances and funder compliance
Financial Accounting:
- Ensure that proper financial procedures and systems are operated and maintained at the Secretariat and at Satellite Offices
- Responsible for accounting of all INDEPTH activities
- Prepare budgets for proposal and budget amendments
- Set up, establish and monitor internal controls
- Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the Secretariat
- Monitor ongoing levels of expenditure on individual activities as against budget, and provide timely advice of likely over or under-spends
- Ensure that contractual commitments are expressed in forms appropriate for the circumstances of INDEPTH
- Supervise the financial staff of INDEPTH
- Advise the management on efficient management resources
- Review of donor reports and making sure donor funds are accounted for appropriately
- Continuous review and implementing IPSAS at INDEPTH Network
Financial Reporting:
Ensure compliance with the INDEPTH policies and guidelines and funder requirements
- Ensure compliance with local regulations in respect of financial and other matters (e.g. Registration, taxation and labour laws)
- Prepare budgets, amendments and forecasts working with the Executive Director
- Report to the Executive Director on a monthly basis
- Generally keep under review the financial and reporting systems
- Prepare Form 990 accurately and promptly
- Continuous monitoring of INDEPTH Public support test and reporting to management
- Preparation of consolidated Financial Statements on annual basis for Audit
- Ensure financial security guidelines are reviewed on a quarterly basis
- Ensure security of financial assets in maintained in compliance with INDEPTH procedures
- Adherence to INDEPTH security policies
- Train all staff responsible for maintaining the security of INDEPTH financial assets

Required Skills or Experience
Person Specification:
- A qualified/chartered accountant (ACCA, ICAG, CIMA) or its equivalent with a minimum of 15 years experience working in an international NGO with a public charity status in the US
- Successfully filed Form 990s with the Internal Revenue Service of the United States for a period of at least eight years
- Having worked as an accountant at a health research centre in a low - and middle-income country is an advantage
- Has been responsible for at least have years of auditing exercises under the IPSAS
- Prepared and submitted Financial Reports in different formats to different international funders
- Should have handled multi-donor funds not less than US$50million
- Excellent spoken and written English
- Significant previous experience (minimum eight years) of working for a multi-cultural International NGO with a setup of health research centres located in several countries in the world
- Excellent interpersonal and consultative skills, including the ability to communicate, present, and negotiate with an international Board of Trustees
- Strong leadership and diplomatic skills
- Experience of establishing strong working relationships with colleagues from different functions and cultures
- High level administrative and organisation skills and attention to detail with experience of implementing administrative control
- Confident user of MS Office, and accounting software packages especially SUN SYSTEM
- Commitment to INDEPTH mission and values
- A person of integrity, able to ensure confidentiality of official documents
- Knowledge of health or science sector
