The Millennium Villages Project, (MVP) is a joint initiative of the Earth Institute at Columbia University, the UNDP, Millennium Promise (a private philanthropy) and the governments of African countries, including Ghana. The MVP adopts an integrated approach to help populations in severely deprived villages to break
the cycle of extreme poverty and realize the Millennium Development Goals. Sectors within which the MVP intervenes include agriculture, infrastructure, environments, health, education and business development among others. With support from Savanna Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA is to be established in parts of the West Mamprusi and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people. Unit: SADA Millennium Villages Project
Location: Northern Ghana
The SADA Millennium Village Project Finance and Administrative Manager is responsible for maintaining accurate accurate books and records of the project level and overseeing project level finance personal.
- Assist the regional Finance Director with training, technical assistance and skills development for the cluster-based staff.
- Prepare monthly trial balance, P&L, Balance sheet, Statement of cash flows, and financial analytics
- Monitor bank accounts of the cluster site and report monthly cash forecasts.
- Provide cash forecasts to the Regional Finance Manager to help assure adequate funding of the cluster bank accounts.
- Ensure that all accounting policies and procedures are strictly adhered to at the cluster
- Escalate deviations to the Regional Finance Manager
- Respond to audit requests
- Provide technical assistance, training , and skills development support to other cluster staff as appropriate
- Review monthly payroll reconciliation
The finance and administrative manger is also responsible for assisting the cluster teams and the Regional Procurement specialist with the supply chain management linked to the organization’s procurement of goods and services:
- Assess requests for goods and services by ensuring that they are allowable under limitations, restrictions, and policies as well as determining availability of funds.
- Provide tender committee with information necessary of bid evaluation. Tasks may include, but are not limited to research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities as well as the reputation and history.
- Participate in tender committee responsibilities which include obtaining and reviewing competitive bids, quotes, and proposals from vendors and contractors, discussing evaluations and reviewing with requester and/or subject matter experts.
- Responsible for the preparation and process purchase orders, vendor approval forms, and other documents in accordance with company policies and procedures.
- Review, analyze and recommends for approval all purchases where award is not made to the low bidder to ensure justification exists and policy is followed.
- Review, analyze, research and recommend for approval purchases of a non competitive nature.
- Monitor and co-ordinate deliveries of items between suppliers to ensure that all items clear customs in a timely fashion, if applicable, and are delivered to the MVP sites on time.
- Evaluate and monitor contract performance both ensure compliance with contracted obligations; assist with clarifying contract requirement and resolving any conflicts.
- Resolve bids solicitations issues, contract awards or contract performance as the need arises.
- Identify and maintain lists of vendors and sources of supply for goods and services
- Maintain register for received bids. Provide to Regional Procurement Manager on a monthly basis

Required Skills or Experience
- Graduate degree in Finance, accounting, Business administration, Economics or other relevant subject with proven accounting skills.
- Master degree in finance or equivalent will most be preferred
- Certified public Account CPA, ACCA, or equivalent
- Experience and knowledge of procurement process in a busy organization
- At least five (5) years of relevant work experience in a senior closely related field gained in an international Organization;
- High level of computer skills, ability to handle basic accounting and ability to learn new application quickly.
- Knowledge of quick boss is an added advantage
- Must understand the social and cultural setting of the project area
- Excellent writing, interpersonal, computer and communication skills.
