Job Description
RTI International is seeking HIV and Capacity Building Specialist candidates to provide support for the capacity building activities for an upcoming Department of Defense HIV/AIDS Prevention, Care and Treatment Programme that will work closely to complement existing efforts to strengthen and scale-up current HIV/AIDS related prevention, care, and support services and activities for Ghana's Armed Forces (GAF) members and their families. The position will be based in Accra, Ghana.

Responsibilities:
  • Serves as the lead technical specialist for the areas of HIV prevention, care, treatment, and impact mitigation
  • Partners with GAF to co-ordinate training and capacity building efforts with the health facilities and outposts, governmental and other implementing partners
  • Leads the design and implementation of the technical capacity building activities, including training and support supervision to facilities and outposts
  • Partners with GAF counterparts in the development and production of training modules for HIV prevention education for the facilities
  • Consolidates, documents and disseminates training and capacity building best practices
  • Conducts regular visits to all implementing sites
Required Skills or Experience
  • MD, PhD, or a Master's Degree in public health, medicine, nursing or related field
  • Minimum of 12 years of Ghanaian health sector experience, including experience leading technical teams providing HIV technical assistance and management
  • Exceptional technical skills in HIV counselling, care, treatment and support, and/or  behaviour change communications programming for HIV prevention
  • Experience developing standard operating procedures for diagnosis and implementing best practices for clinical quality assurance would be an asset
  • Prior experience working on USG-funded programme preferred
  • Knowledge of USG rules and regulations
  • Ability to develop effective working relationships with government counterparts at all levels, local organisations, and other programme partners
  • Strong organisational, interpersonal and management skills
  • Strong oral and written communication skills in English
