Background:
UNDP Ghana has contributed significantly to enhancing the capacity and competencies of microfinance institutions with the view of promoting financial access to micro, small and medium entrepreneurs
(MSME), particularly those in the informal sector. UNDP's support has been in response to Government's quest to build a vibrant private sector as the engine of growth and for equitable growth as enshrined in the various medium-term development policy frameworks, which have identified microfinance as a key development tool for enhancing opportunities for wealth creation, productivity and employment, particularly for the poor and vulnerable, especially women and youth.UNDP Ghana has contributed significantly to enhancing the capacity and competencies of microfinance institutions with the view of promoting financial access to micro, small and medium entrepreneurs
The UNDP Capacity Building for MSMEs Project started in 2006 and is scheduled to end in December 2011. As the Project comes to a close and in line with UNDP projects and programme management guidelines, an evaluation is to be undertaken to assess the performance of the project in achieving its intended results. The evaluation process will capture the Project's key interventions, results and impacts, collaborations, challenges and lessons learnt.
Scope of Service:
The evaluation will assess the extent to which the Project achieved its objectives of enhancing firm level capacity aimed at improving the economic and social status of poor micro entrepreneurs (MEs), particularly women, through their enhanced access to requisite financial and non-financial services. The evaluation will therefore analyze and report on the following two outputs of the Project in detail:
- Increased access of the poor, especially women, to financial services; and
- Capacity of Micro Small and Medium Enterprises (MSMEs) strengthened
Required Skills or Experience
Eligibility:
The evaluation will be conducted by an independent team of two (2) consultants. The team leader should have extensive experience in the evaluation and formulation of capacity building projects and programmes involving poverty reduction, microfinance and enterprise development. Eligible consultants must have the following minimum qualifications:
